Why run in the off season? Why have a baseline?

What is a baseline in running? When you start running over a longer period of time, you end up being able to run a certain number of miles without an issue, whether that is 0 miles, 5k, or half marathons and on. What does this mean for the off season, that period after your A races or just the winter time?
